    Getting Planetary Rings before Level 30

    Because of the server protections that are in place, it is critical to each of us to get at least 1 Planetary Ring at each base before we hit level 30. In order to do this, each player must limit their economy, fleet, and tech enough so they don't go over level 30. Tech is the most important because there are certain things that must be researched to build rings and it is hard to reduce your tech, much harder than reducing fleet or economy.

    I am recommending each player limit technology to the following until after Planetary Rings are in place:

    Energy 20
    Computer 20 (needed for AI)
    Armour 22 (needed for rings)
    Laser 20
    Missiles 17
    Stellar Drive 15
    Plasma 15
    Warp Drive 12 (needed for JG)
    Shielding 14 (needed for planetary shield)
    Ion 10 (needed for planetary shield)
    Photon 10 (needed for rings)
    Artificial Intelligence 4 (needed for Android Factories)
    Disruptor 1 (for Disruptor Turret)
    Cybernetics 0 (requires AI 6, can wait until after rings)
    Tachyon Communications 0 (can wait until after rings)

    The total cost of this is about 428,000 credits. Photon 10 costs 116k, Shielding costs 74k, and Armour costs 60k. Everything else costs 187k combined.

    For economy, keep it around 1200. Figure 9 bases with about 75 each, 3 trade routes per base @ 20 per each TR will give you an economy of 1215.

    For fleet, the guild guidelines call for the following for a base of 75 economy - about 16k of fleet: roughly 2000 Fighters and 12 HCs is a good defense for a new base, fighters take the damage, HCs do well against fighter drops. This will give you a fleet size of about 144k. If you like, go ahead and add a 50k mobile fleet for hitting small players and UCs and you should be able to stay under level 30.

    I am making a educated but calculated guess on this. I would like several volunteers to test this out and report back to me on whether this formula is successful. If it is we will make it standard training for all new players.
